ما هي أنواع اللجوء؟

طبعا يجب أن تتضمن الرسالة شرح مفصل للحالة

 (بما يتوافق مع المعايير الخاصة بالتوطين تعرف على المعايير كاملة  اغلب المعايير تجدونها تحت المقاله

مرفقة بالمعلومات الشخصية (الاسم – رقم الهاتف – رقم الملف بالمفوضية – عدد أفراد الأسرة – …الخ)

وعنوان السكن (البلد – المدينة – المنطقة)

وأي تفاصيل أخرى تجدونها مهمة

يجب أن يتمتع الجميع بمكان آمن للعيش فيه وطريقة آمنة للوصول إليه.

معايير إعادة التوطين 2019 – 2020 كما حددتها المفوضية والدول المستقبلة

البحث عن إعادة التوطين هو أحد الهواجس التي يعيشها جميع اللاجئين  باعتباره الحل

 الذي سيتقلهم من البلد الثاني إلى البلد الثالث المتطور (أمريكا  كندا بريطانيا  السويد  ) 

والذي سيجدون فيه ضالتهم وحياتهم المستقبلية التي ينشدونها

 لهم ولأبنائهم وخاصة في ظل عدم قدرة أغلبهم من العودة لبلدهم 

الأصل بسبب حروب نشبت فيه مثل سوريا أو السودان, العراق أو حتى اليمن.

وإعادة التوطين هو بالتعريف

أحد الحلول الدائمة التي توفرها المفوضية السامية لشؤون اللاجئين, للاجئين 

الحاصلين على اعتراف بلجوئهم من قبل المفوضية على اعتبارها الجهة الرسمية الكافلة والراعية للاجئين حول العالم, حيث يتم نقل اللاجئ من البلد الثاني إلى البلد الثالث (البلد الأصل للاجئ هو البلد الأول)

وغالبا تقوم المفوضية بارسال اللاجئين الذين يتم قبولهم إلى دول مثل كندا, بريطانيا, الولايات المتحدة الأمريكية, أستراليا, السويد وغيرها, ولكن هناك شروط خاصة ومعايير محددة يجب أن تنطبق على اللاجئ حتى يتم قبوله

 وادخاله في برنامج اعادة التوطين فماهي هذه المعايير

معايير إنسانية (وهي طريقك لقبول المفوضية بك ليتم ادخالك لبرنامج اعادة التوطين)

1- سيدات تحت الخطر: ويعني أن تكون هناك سيدة تحت الخطر الدائم في البلد الثاني

 (مثل مصر  لبنان  الأردن  تركيا  العراق ) ويصعب تقديم الحماية لها ضمن نفس البلد.

 مثلا: سيدة من غير معيل (فاقدة الزوج) ومعها أطفال ولايوجد معها

 أقارب درجة أولى ذكور بنفس البلد (أب  أخ)

 وتواجه مشاكل متنوعة , يتم اعتبارها سيدة تحت الخطر وتعتبر من الحالات التي يمكن اعادة توطينها

2- أطفال تحت الخطر: وهو معيار كبير ويتضمن العديد من الحالات 

 مثلا: أطفال يعانون من مشاكل نفسية

 واضحة بسبب الحرب

 أو أطفال يعملون لإعالة أسرهم و لايذهبون نهائيا للمدارس

 أو أطفال تعرضو في البلد الثاني لحالة اعتداء جنسي مثلا , وحالات أخرى كثيرة. وهذا المعيار من المعايير القوية للتوطين وتعتبر بريطانيا تحديدا من الدول التي تستقبل العائلات التي لديها حالات مماثلة

3- ضحايا الاعتقال أو التعذيب أو المتعرضين لاصابات بسبب الحرب في بلدهم, مثال : رجل تم اعتقاله في سورية (بغض النظر عن الجهة المعتقلة) لمدة تزيد عن 6 أشهر, أو أحد أفراد الأسرة تعرض للتعذيب في بلده الأصل أو في البلد الثاني (بغض النظر عن الجهة التي مارست التعذيب), أو تعرض أحد أفراد الأسرة لاصابة جسدية بسبب الحرب الدائرة في بلده سببت له أثر جسدي واضح وخاصة اذا سببت له مشكلة صحية بحاجة للعلاج .

4 الحالات الطبية

 وجود مشكلة طبية كبيرة لدى أحد أفراد الأسرة (الأب أو الأم أو أي من الأولاد) , وترافق عدم امكانية العلاج في البلد الثاني اضافة لخطر الموت أو خطر فقدان أحد وظائف الجسم الحيوية اذا لم يتم علاج هذا الوضع الصحي (فقدان النظر أو السمع أو خسارة أحد الأطراف), عندها فقط يمكن اعتبار الحالة من حالات اعادة التوطين , وخاصة اذا كان الوضع الطبي لدى طفل, وتعتبر الحالات الطبية من الحالات التي يتم اسراع الإجراءات فيها

5  مشاكل أمنية وحماية:

 أن تواجه العائلة في البلد الثاني مشاكل وتهديدات واعتداءات متكررة من أشخاص محددين أو تعرض الأسرة لمشاكل مستمرة لسبب محدد, وعدم القدرة على تجنب هذا الخطر, عندها يتم تحويل العائلة لإعادة التوطين

6- الخطر الناجم عن الاختلاف: أن يكون الشخص (رجل أو امرأة) قد دخل بمشاكل بسبب تغيير دينه أو بسبب إلحاده أو بسبب كونه مغايير جنسيا (أي أن يكون مثلي أو ثنائي), عندها يتم تحويله لاعادة التوطين على اعتبار أنه يواجه خطر على حياته

Resettlement criteria 2019-2020 as defined by UNHCR and receiving countries

The search for resettlement is one of the concerns experienced by all refugees as the solution

 Which will take them from the second country to the third developed country (America, Canada, Britain, Sweden)

In which they will find what they want and the future life they seek

 For them and their children, especially in light of the inability of most of them to return to their country

The origin is due to wars that broke out in it, such as Syria, Sudan, Iraq or even Yemen.

Resettlement is by definition

One of the durable solutions provided by the High Commissioner for Refugees, to refugees

Those who have been recognized as refugee by the UNHCR as the official sponsor and sponsor of refugees around the world, where the refugee is transferred from the second country to the third country (the country of origin of the refugee is the first country)

And often the UNHCR sends refugees who are accepted to countries such as Canada, Britain, the United States of America, Australia, Sweden and others, but there are special conditions and specific criteria that must apply to the refugee in order to be accepted

 And his inclusion in the resettlement program, what are these criteria?

Humanitarian criteria (which is your way of being accepted by UNHCR to be admitted to the resettlement program)

1- Women in danger: It means that there is a woman under constant danger in the second country

 (such as Egypt, Lebanon, Jordan, Turkey, Iraq) and it is difficult to provide protection for them within the same country.

 For example: A woman without a breadwinner (losing a husband) with children and no one with her

 Male first degree relatives in the same country (father, brother)

 She faces various problems, she is considered a woman in danger and is considered one of the cases that can be resettled

2- Children at risk: It is a large criterion and includes many cases

 For example: children with psychological problems

 Clear because of the war

 Or children who work to support their families and never go to school

 Or children who were subjected in the second country to a case of sexual abuse, for example, and many other cases. This criterion is one of the strong criteria for resettlement, and Britain in particular is considered one of the countries that receive families with similar cases

3- Victims of detention or torture or those who have been injured due to the war in their country, for example: a man who was arrested in Syria (regardless of the arrested party) for more than 6 months, or a family member who was tortured in his country of origin or in the second country (regardless of about the party that practiced torture), or if a family member suffered a physical injury because of the war in his country that caused him a clear physical impact, especially if it caused him a health problem that needed treatment.

4 medical cases

 The presence of a major medical problem in a family member (father, mother, or any of the children), and the inability to treat in the second country, in addition to the risk of death or the risk of losing one of the vital bodily functions if this health condition is not treated (loss of sight or hearing or loss of someone parties), only then can the case be considered a case of resettlement, especially if the medical situation is in a child, and medical cases are considered among the cases in which the procedures are expedited

5 security and protection problems:

 If the family in the second country faces repeated problems, threats and attacks from specific people, or the family is exposed to continuous problems for a specific reason, and the inability to avoid this danger, then the family is transferred for resettlement

6- The danger resulting from the difference: that the person (a man or a woman) has entered into problems because of changing his religion or because of his atheism or because he is heterosexual (that is, he is gay or bi), then he is transferred to resettlement on the grounds that he faces a danger to his life
